Leuterio Thomas provided structural engineering, architectural, and project management services for the FDA Winchester Engineering Analytical Center (WEAC), supporting the FDA’s first managed design-build effort. The project encompassed programming, design, and bridging documentation for a 78,000-square-foot laboratory and office building.
