Project Details

Leuterio Thomas provided security design services for the FDA San Juan facility, developing antiterrorism and security measures in accordance with the GSA Security Design Guide and applicable DOD Unified Facilities Criteria.

project scope

The project required a comprehensive analysis of potential threats to the installation, including vehicle-borne explosives, placed bombs, waterborne vessel threats, and mail bombs at loading dock areas. Security design criteria were established in accordance with DOD Minimum Antiterrorism Standards for Buildings, with measures addressing standoff distances, site layout, building hardening, and perimeter security.

our solutions

The most effective and cost-efficient strategy centered on maximizing standoff distances between potential threat vectors and occupied buildings. Facilities were clustered into a compound configuration, creating a high-density core with pedestrian-friendly green space that provided both antiterrorism and environmental benefits. Parking and vehicle circulation were positioned at the compound perimeter, and a perimeter fence was incorporated to restrict vehicle and pedestrian intrusion. This layered approach paired standoff distance with appropriate building hardening to achieve the necessary level of protection for the facility and its mission.
